Winstanley Architects & Planners was selected through a competitive process in June 2021 to re-envision the Democratic National Headquarters in Washington, DC. The commission focused on transforming an aging and inefficient facility into a contemporary, flexible workplace capable of supporting the evolving demands of a national political organization.
Our initial analysis identified fundamental constraints within the existing building, including an irregular floor plate that produced inefficient and fragmented spaces, excessive partitioning that limited adaptability, and a lack of surge capacity during peak operational periods. Low ceiling heights and the placement of key program elements—most notably the broadcasting studio—further contributed to a sense of congestion and limited functional performance.
In response, the design effort explored multiple organizational strategies and floor plan configurations aimed at increasing clarity, flexibility, and operational efficiency. Central to the proposal was the introduction of a new primary entrance strategically located at the narrowest point between the two existing structures. This intervention established a clear point of arrival, improved internal circulation, and unified the building as a cohesive whole.
The interior planning strategy reduced reliance on fixed partitions in favor of adaptable “team-based” neighborhoods organized through furniture and open planning principles. This approach allowed the building to flex between daily operations and high-intensity campaign cycles while fostering a more collaborative and health-conscious work environment. The relocation and rethinking of the broadcasting studio further enhanced spatial efficiency and programmatic clarity.
The proposal also identified the rooftop as a significant untapped asset, transforming it into an usable space for events and informal gathering—extending the functional capacity of the building beyond its existing footprint.
Externally, the project proposed a comprehensive re-skinning of both structures to unify their appearance while addressing contemporary security requirements. The new envelope was conceived to balance openness and transparency with the necessary performance and protection, repositioning the headquarters as a more contemporary and forward-looking institutional presence.
Although the project was not realized, the work represents a thoughtful reorganization of a complex facility—demonstrating how strategic planning, targeted interventions, and architectural clarity can transform an inefficient building into a flexible, high-performance environment.
